Canadian Internet Child Exploitation Course

Description

This course provides police officers with the knowledge, skills and resources to apply Canadian law when investigating Internet-related child sexual exploitation offence. In the context of these types of offenses, participants will acquire the knowledge of Canadian law and how it applies to related search warrants. From there, participants learn how to draft these types of warrants and include the elements required for effective warrants. The course then moves on to what constitutes Child Sexual Abuse Material (CSAM), the laws pertaining to it, and how it is categorized. Investigative skills are developed among participants by learning about pedophilia and offender typologies and then combining this insight with interviewing techniques for conducting productive suspect interviews.

Throughout the course, the use of standard practices will be emphasized to enhance investigations and to facilitate inter-agency cooperation when investigations span more than one police jurisdiction. Since mental wellbeing is vital to all personnel working in child exploitation investigation, this theme is weaved into the full course, along with a specific module on this important topic.

Learning outcomes

• Describe what constitutes a child exploitation related offence
• Identify legislation and current case law related to child exploitation offences
• Prepare all required documentation in support of an Internet Child Exploitation (ICE) search warrant
• List the role, responsibilities and services provided by the National Child Exploitation Coordination Centre (NCECC) and describe how these can support an investigation
• Evaluate and categorize images and videos for evidence of child exploitation offences
• Describe what pedophilia is and define the offender typologies
• Conduct an interview of a suspected pedophile
• Summarize advanced techniques that can be employed in ICE investigations
• Identify agencies that are key partners to combatting child exploitation and explain how to work with them
• Recognize psychological impacts from working on ICE investigations and apply techniques to mitigate these impacts

Eligibility and mandatory requirements

• This course is offered to police officers currently working full-time on child exploitation investigations or individuals who are authorized to investigate child exploitation crimes
• Registrants must have successfully completed the Digital Technologies for Investigators Course (DTIC)
• Acceptance or refusal in the course is at the discretion of the Canadian Police College

Assessment

• Success in the course is based on attendance, participation and successful completion of all required assignments and learning evaluations
• Various evaluation methods are used, including a search warrant preparation exercise, a CSAM categorization exercise, and a written exam
• Re-testing or re-evaluation is conducted in accordance with the CPC academic directives and at the discretion of the Canadian Police College
