Description
This course provides law enforcement leaders with a practical introduction to financial management and budgeting in a public-sector policing environment. The course prepares leaders to engage in informed budget discussions, anticipate financial pressures, and confidently explain and defend budget decisions.
Participants will gain an understanding of key aspects of financial management, including:
- the budgeting cycle
- governance structures, and
- cost frameworks
Through case studies, group discussions and interactive activities, participants will strengthen their ability to plan, forecast and manage budgets.

Learning outcomes
- Ability to use financial terminology commonly applied in budgeting
- Identify and apply all stages of the budgeting process
- Develop and adjust budgets to meet evolving operational needs and organizational objectives
- Describe and apply the role of governance in overseeing public-sector funding
- Identify cost frameworks (e.g. Personnel, equipment, transportation)
Eligibility and mandatory requirements
- This program is offered to managers, senior managers, and executives, both sworn and civilian, of law enforcement and government agencies (and their civilian equivalence and municipal equivalence)
- Acceptance or refusal in the program is at the discretion of the Canadian Police College
Assessment
- Participants must attend and successfully complete class activities
- Re-testing or re-evaluation is conducted at the discretion of the course instructor
